Title: Requirements

REACH will create a single system for both “existing” and “new” chemicals.

Its basic elements are:

Pre-Registration applies to substances already on the EU Market (Phase-In Substances) and will allow companies a number of years, depending on tonnage, in which to submit a full technical dossier.

Registration requires manufacturers and importers of chemicals to obtain relevant information on their substances and to use that data to manage them safely.

Evaluation is to prevent unnecessary testing, by having authorities evaluate the proposals for testing made by industry and to check compliance with the registration requirements. Evaluation also enables authorities to investigate chemicals with potential risks by asking industry for further information.

Authorisation the uses of substances of very high concern, e.g. CMRs (carcinogens, mutagens, and toxic to reproduction), PBTs (persistent, bioaccumulative, and toxic), and vPvBs (very persistent, very bioaccumulative) will require authorisation.

Restriction provide a procedure to regulate that the manufacture, placing on the market or use of certain dangerous substances shall be either subject to conditions or prohibited.

A European Chemicals Agency will manage the technical, scientific and administrative aspects of the REACH system at Community level, aiming to ensure that REACH functions well and has credibility with all stakeholders.
